Diploma evaluation

Nuffic is the national contact point for the evaluation of foreign diplomas in higher and general secondary level education in the Netherlands. In order to get the official recognition of foreign diplomas in Mexico, one must go to the department of “Equivalencias y Revalidaciones” at the Mexican Secretary of Public Education.

Incoming mobility
Where possible, a foreign diploma is compared to a Dutch diploma. If the study programme followed by the diploma holder is unique, a comparable level is indicated. Individual courses or modules that were taken, the study load and the academic level of the programme are taken into account.
Nuffic has a number of in-house experts specialized in the education systems of specific countries. Credentials are evaluated and telephone advice is given on request. Nuffic is a member of a number of national and international networks and has an extensive archive of diplomas and documents. This means that its staff are well-placed to evaluate foreign diplomas in terms of the Dutch system.
As well as evaluating the diploma, Nuffic is also able to determine whether a programme or an educational institution is officially recognized and assesses the authenticity of diplomas.
Outgoing mobility
Nuffic also plays a role in outgoing mobility. If you go abroad for work or study, we assist you by providing advice or written statements. This includes, for example, the Diploma Description. A Diploma Description describes a Dutch diploma and compares it to a diploma in the country where it is used. Diploma Descriptions are issued to the person named on the diploma.
If you have a Dutch diploma and want to practice a regulated profession in another EU country, Nuffic can provide you with a declaration that might be of help in the process of registering for the profession in question in that country. Such a declaration is issued in Nuffic’s capacity as National Contact Point for Directive 2005/36/EC on the recognition of professional qualifications.
Both statements have an advisory status and are not legally binding. As such, they do not give the holder any rights in the host country.
Revalidation in Mexico by the Secetary of Public Education
There are 3 different types of application.
1. Total Revalidation
Total Revalidation is necessary in order to obtain a “cedula professional”, the permit that testifies that you have a bachelor or master degree and that you are capable to work in the field of your study. This permit is only necessary if the company or organization where you will work in Mexico requires it.
2. Dictamen Tecnico
This type of revalidation is necessary if you will study a course at a private higher education institute on your own (outside the exchange agreements between universities).
3. Revalidacion Parcial
You will need a partial revalidation if you would like to continue unfinished studies at a private higher education institute in Mexico.
